The twenties was a time that turned out to be the epitome of laissez-faire from politics to economics but Hoover thought the end of the decade was in need for reform and progressivism. His presidency began well with reforms for domestic issues but ended with the Great Depression which was accounted against him. All in all i would give him the grade of C- due to his lack of impact on prevgenting and handeling the depression.
During campaigning Hoover told the people that his goals were to continue prosperity with lower taxes and a protective tariff. However, he let down his promise of a protective tariff when he attempted to pass a high tariff act but not without wanting to create the Tariff Commission that could lower and raise the tariff as they wish. Continued prosperity also feel short during the great depression. Hoover also had goals of internal improvments and dedication to prohibition. His goal of internal improvements went well during the beginning of his term with reforms like the Boulder Canyon Project Act which allowed the building of the Hoover Dam. He also improved conditions for Indians and set a side nearly 2 million acres for the national forest reserve. So that was one goal he accomplished. When it came to prohibition, this goal failed also; on December 5, 1933 the 21st Amendment repealed the 18th Amendment thus getting rid of prohibition while Hoover was still in office.
Hoover had a very unstable relationship with congress. He had very poor people skills and he tended to just stay out of Congresses way, allowing them to do there job legislating while he did his. This was not a good concept because it led to stale mate and not much was accomplished. A good example of this is the Federal Farm Board issue, where Hoover wanted the Board but majority of Congressstill wanted subsities for the farmers, as arguemtns brok eout in congress Hoover did little to help sort it out.
Hoovers positive aspects fromhis presidency were nothing other than non-economic intrenal improvemtnts such as the Hoover Dam which brought electricity to hundreds of homes. Not to mention the National Forests set aside. However his negativities were during the Great Depression when instead of focusing on our economy's improvemtns he was helping out with the globes problems. An example would be when we were helping Germany pay for their debts from WWI. Then we were also in Latin America with our bad nieghbor policies.
So in conclusion i would say thatHoover deserved a C- for his lack of support for his own country during the depression. At that time he could have atleast tried to get along with Congress to get some reform. But he didnt complete fail because of his humanitarism.
